Institutional Management

COUNCIL SECRETARY

i). The Council Secretary is the Principal Officer of the Council and sits at the helm of Institutional Management.

ii). The office of the Council Secretary oversees and manages the day-to-day operations of Ngabwe Town Council in order to ensure effective delivery of quality public service to the community in Ngabwe. 

 

INTERNAL AUDIT SECTION

i). The Internal Audit Section oversees the undertaking of internal audit operations in order to facilitate internal controls and ensure that internal controls are adhered to in order to safe guard Council assets.

ii). The Internal Audit Section is headed by the Internal Auditor who is assisted by the Assistant Internal Auditor.

 

PROCUREMENT SECTION

i). The Procurement section effectively undertakes the procurement of goods and services required by all departments of the Council in order to ensure the smooth running of Council operations.

ii). The Procurement Section is headed by the Procurement Officer who is assisted by the Assistant Procurement Officer.

 

PUBLIC RELATIONS SECTION.

The Public Relations (PR) Section is responsible for managing the institution’s image, communications, and relationships with internal and external stakeholders. It plays a vital role in maintaining trust, building reputation, and ensuring transparency between the institution and the public.

Key Functions of Public Relations (PR) Section

1. Communication Management
   – Prepares and disseminates information to the public in order to have effective communication between the public and the Council. It is also responsible for the dissemination of official statements, press releases, newsletters, and announcements.
   – Serves as the official spokesperson or communication channel of the institution
2. Media Relations
   – Builds and maintains relationships with journalists and media outlets.
   – Undertakes timely and accurate, responses to press and public queries in order to facilitate decision making
   – Coordinates press conferences, interviews, and media coverage of events.
3. Stakeholder Engagement.
   – Facilitates communication with stakeholders such as government bodies, community leaders, donors and the general public.
   – Undertakes timely sensitization of Council programmes in order to enhance public awareness.
4. Image and Brand Management
   – Develops and maintains the institution’s visual identity (logos, colours, slogans).
   – Ensures consistency in tone and message across all communication platforms.
5. Internal Communication
   – Promotes transparent communication within the institution (e.g., staff newsletters, internal announcements).
   – Boosts employee engagement and alignment with institutional values.
6. Social Media and Digital Presence
   – Manages official social media accounts and digital platforms.
   – Monitors public sentiment online and responds to inquiries or negative publicity.
Public Relations Officer ensures that all matters under that section are attended to.

 

THE INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) SECTION.

The Information and Communication Technology (ICT) Section plays a crucial role in ensuring that the institution’s digital infrastructure, data systems, and technology services effectively support its strategic goals and day-to-day operations, it is also responsible for planning, implementing, maintaining, and securing all technology systems that support the institution’s operations. The section also plays a vital role in digital transformation, efficient service delivery, data-driven decision-making, and innovation.

Key Functions of ICT Section

1. IT Infrastructure Management
   – Maintains and upgrades hardware (servers, computers, networks).
   – Ensures reliable internet connectivity and system uptime.
   – Manages software installations and updates.
2. Data Management & Security
   – Oversees data collection, storage, analysis, and backup.
   – Implements cybersecurity protocols to protect sensitive information.
3. Systems Development and Maintenance
   – Designs or maintains institutional systems (e.g. (HRMIS) (CDF Dashboard), (CTMIS) and Website Management.
4. User Support & Training
   – Provides technical support to staff and stakeholders.
   – Trains employees on system use, cybersecurity awareness, and IT best practices.
5. Strategic IT Planning
   – Aligns IT goals with institutional strategies.
   – Advises leadership on digital transformation and innovation opportunities
6. Digital Services & Automation
   – Implements digital solutions (e.g., e-governance platforms, automated workflows).
   – Enhances service delivery through online systems and mobile apps.
