The department is headed by District Planning Officer, who oversees and supervises Town Planner, Socio-Economic Planner, Environmental Planner, Water and Sanitation Coordinator, Building Inspector, District Aids Coordinating Advisor and Health Inspector.
The main objective of this department is to coordinate the socio-economic, environmental and spatial planning of Ngabwe District in order to attain coordinated development.
The Planning Department is a consortium of Seven (7) sections namely: Socio- Economic Planning, Physical Planning, Water and Sanitation, Building Inspectorate, HIV/AIDS and Public Health, Environmental planning
Socio Economic Planning
iii). Preparation of project proposals.
iv). Conducting research on prevailing social and economic conditions in the district.
v). Preparation of District development plans and resettlement plans.
Physical Planning Section is responsible for the following;
i). Drafting of layout plans.
ii). Undertaking the submission of layout plans for numbering.
iii). Development Control.
iv). Coordinating and undertaking effective land use planning.
v). Placement and re-establishment of property boundaries.
vi). Coordinating and managing the pegging out roads.
vii). The preparation of field survey reports.
viii). Coordinating the capturing and processing spatial data.
ix). Undertaking deeds administration in order to facilitate property ownership.
Public Health Section has the following functions;
i). Undertakes the enforcement of the Public Health and other related Acts in order to ensure compliance.
ii). Undertakes the inspection of premises and monitoring of pollution levels in order to ensure compliance to relevant environmental laws.
iii). Carrying out the inspection and sampling of meats and foods.
iv). Undertaking the scrutiny of building plans and issuing out occupation certificates.
v). Undertaking disease prevention, mitigation and control activities.
vi). Coordinating the preparation of Environmental Project Briefs (EPBs).
Building Inspectorate Section has the following functions;
i). Conducting stage inspection of buildings to ensure compliance to building standards.
ii). Conducting the identification and reporting of illegal developments.
iii). Preparation of building inspection reports.
HIV/AIDS Section has the following responsibilities;
i). Designing, Planning and Coordinating response strategies to HIV and AIDS in the district.
ii). Ensuring the mainstreaming of HIV/AIDS related activities into District programmes and projects.
iii). Coordinating the local response to HIV/AIDS in line with National AIDS Council HIV/AIDS strategic Framework.
iv). Facilitating the collection, storage, retrieval and analysis of the local data on HIV/ AIDS for planning and decision making at various levels of the local Government.
v). Providing technical assistance to implementing partners at District and sub district level.
vi). Facilitating staff development and training in HIV and AIDS and gender mainstreaming at District and sub district levels.
Water Supply and Sanitation Section has the following obligations;
i). Co-ordinating all water supply and sanitation programs in the district and ensuring intersectional cooperation and participation within the District Water, Sanitation and Health Education (D-WASHE) Committees.
ii). Identifying and engaging artisans and contractors for the construction of new boreholes and the rehabilitation of existing water points.
iii). Supervising the implementation of the drilling of new boreholes and rehabilitation of existing water points.
iv). Planning and facilitating repair works and routine maintenance of boreholes and other water infrastructure.
V). Ensure that V-WASHE Committees and artisans Area Pump Mender (APMs), well diggers, latrine builders) are trained, coached and sensitised in technical and managerial aspects of Water Supply and Sanitation (WSS) maintenance as well as environmental sanitation and improved hygiene behaviour.
Environmental Planner Section has the following functions;
i). Coordinates and undertakes effectively the review of the environmental assessment documents in order to recommend appropriate measures
ii). Carries out effectively environment education in order to solicit for community participation environmental management and conservation.
iii). Ensures effective the implementation of the environment mitigation measures in order to ensure compliance with statutory and legally set standards
